The Napolitano Plan To Fix Arizona's Budget
Current estimates suggest that next year, Arizona's budget deficit could reach as high as $1 billion. To solve this very real problem, we need very real solutions. It won't be easy, and it won't happen overnight, but with decisive leadership, strong resolve, and a tangible vision, we can fix this budget mess. And we can do it responsibly.
My plan balances the budget without raising taxes. But it does close the tax loopholes on cigarette purchases, gambling, and telemarketing. My plan balances the budget without making any cuts in public education or vital services such as public safety. But it does root out inefficient spending and consolidate redundant state functions. As Governor, I will provide the leadership necessary to fix our budget through these steps:
Making Quick, Efficient Changes At The Top
The reality: Arizona state government is top heavy and is not operating resourcefully. Our state is shouldering too much of the burden for some programs that could be eligible for federal reimbursement. There are several immediate and short-term changes that I, as Governor, will take to begin remedying the budget crisis.
- Tighten the Government Belt: Cut administrative spending by 10 percent, eliminate wasteful and superfluous programs, and streamline economic development functions
- Leverage Available Revenue Channels: Levy Premium Insurance Tax on Medicaid health plans, collect new federal Medicaid money for incarcerated undocumented criminal alien medical treatment, tap unused funds from tax cases and scattered surpluses, and return to financing school construction through bonds
- Invest in Innovative Energy Alternatives: Implement federal solar energy savings plan, requiring no additional capital funds, across all state facilities
Giving Power Back To The Citizens
The reality: For years, Arizona quietly handed out millions of dollars in special interest tax exemptions, while spending your money without defining a clear vision for our state - or budget. Arizonans should play a part in the budget discussions and the people of our state should always come before special interests.
- Close Gratuitous Loopholes: Cut exemptions for telemarketers, massage/dating services, hotel/motel hygiene products, and natural gas used in power generation
- Form an Expert Budget Panel: Create a bipartisan group of citizens to review state agency structures, spending and management and recommend cost-saving measures
- Pass Proposition 303: Advocate on behalf of new tobacco tax revenues flowing to existing budget needs
